I've been meaning to do this forever, but no one had ever asked for it and prioritized it very highly. So we have the Alaska MEP to thank for this. A few states already have this, but everyone will be getting it in their next release of the web system. Basically, you can now go into Codes like so:
And then select the Messages table. Poke "Add new record" and then you can add a new message for users like this:
You can put a Start and End time on it as well if you like. After you click Insert, as long as the current time makes the message active, all users will now see it whenever they log in to MIS2000 as a banner across the top of their browser:
